Description: On or about April 6, 2013, plaintiff Philip Jean-Laurent called the police to 260 East 176th Street in the Bronx for personal protection during a dispute over rent with his then-girlfriend, Latechar Cornelius. Defendant NYPD officers Jerry Zender and Alicea arrested and jailed plaintiff after Cornelius claimed she was in fear for her life and safety.
