Summary

On May 9, 2018, at approximately 5:00 AM, officers assigned to the NYPD's Emergency Services Unit (ESU) entered [redacted] in the Bronx (Allegation A: Abuse of Authority, [redacted]). Upon entry, Sgt. Danielle Roventini of ESU allegedly said to [redacted] "Don't fucking move" (Allegation B: Discourtesy, [redacted]) before Det. Michael Urbanek of ESU allegedly struck [redacted] with a ballistic shield (Allegation C: Force, [redacted]). Det. Urbanek also allegedly threatened to notify the Administration for Children's Services (hereafter referred to as ACS) (Allegation D: Abuse of Authority, [redacted]).
Subsequently, Sgt. Nicholas McGarry, PO Janert Gil, PO Luis Alicea, PO Sandra Martinez, PO Michael Duggan, and PO Miguel Donovan of the 48th Precinct Anti-Crime team entered the apartment (also Allegation A: Abuse of Authority, [redacted]). PO Martinez allegedly said to [redacted] "Motherfucker, don't move" (Allegation E: Discourtesy, [redacted]). Next, when [redacted]-old [redacted] covered his face with a blanket or pillow, PO Alicea allegedly said, "Don't move and don't put this on your fucking face" (Allegation F: Discourtesy, [redacted]) and PO Duggan allegedly said, "Don't put it over your fucking face (Allegation G: Discourtesy, [redacted]). Additionally, PO Duggan, PO Alicea, and PO Gil allegedly threatened to notify the Administration for Children's Services (Allegation H: Abuse of Authority, [redacted]; Allegation I: Abuse of Authority, [redacted]; Allegation J: Abuse of Authority, [redacted]).
