Description: On or about January 8, 2008, at approximately 7:00pm, Plaintiff was sitting in his double parked car with a friend. Plaintiff's car was properly licensed, registered, and inspected, displaying proper certification. Plaintiff also had a valid driver's license and did not operate his car recklessly or in a manner justifying a police stop or questioning. Defendants Eiseman and Hujber were driving up the street when they noticed officers from the 32nd Precinct stop to address a fight between a man and a woman.
