On March 30, 2006, at approximately 9:00PM, [redacted] was inside his apartment [redacted] at [redacted] eating dinner when he heard a commotion outside the building. He walked to his window to see what was happening when he saw a [redacted] man named '[redacted] who cleans the building, being escorted to a police van in handcuffs. In addition, a man in his's also named '[redacted] a man in his 's named '[redacted] [redacted] named '[redacted] a [redacted] named [redacted] who is [redacted] cousin, a [redacted] named '[redacted] and a [redacted] named '[redacted] were also in handcuffs. Because [redacted] knew that these people were getting "locked up for no reason," he went downstairs to find out what occurred. When he went downstairs, the [redacted] named '[redacted] had been placed in a patrol car that was about fifty feet past the building. Behind the patrol car was an unmarked car, which was followed by a marked van. [redacted] approached the six other prisoners who were seated in the van, which was parked in front of [redacted] and asked them, "What did you do?" [redacted] who was in the seat directly behind the front passenger seat, and was closest to where [redacted] stood, responded, "Nothing." [redacted] said, "Go figure. Who arrested you?" The prisoners pointed to an officer identified through this investigation as PO Jonathan Anthony (whom [redacted] described as a uniformed white male, with black hair, 5'7" tall, weighing approximately 170 pounds, approximately 23 years old) who [redacted] identified by his badge # 11182. PO Anthony was standing near the van so [redacted] took out his cell phone to enter the officer's badge number into his phone. [redacted] was standing about two feet away from the van, towards the middle of the van, as he spoke to the prisoners through a closed window.
