At approximately 6:15 p.m. on September 20, 2006, [redacted] arrived home from work and observed a large crowd of officers and civilians standing in her driveway. [redacted] observed [redacted] handcuffed and laying face down on the front steps of her home. [redacted] observed a black female officer with dreads, PO # 1, a white male officer, PO # 2, and a tall black male officer with short hair, PO #3, surrounding [redacted] PO # 1, PO #2 and PO # 3 were identified from their descriptions as PO Charlene Smith, PO Espinal and PO Thompson, respectively. PO Charlene Smith had her foot on [redacted] head. PO Espinal lifted [redacted] to his feet and escorted him to the marked van. As PO Espinal escorted [redacted] to the van, he pushed [redacted] on his back and shoulders. PO Espinal then pushed [redacted] into the van, causing him to slip on one of the steps and then pushed [redacted] again to get him in the van. Once [redacted] was situated in the van and PO Espinal was seated in the front passenger seat, he turned around and struck [redacted] across his head. From where she was standing, [redacted] was unable to determine whether PO Espinal struck [redacted] with his hand or an object. At some point [redacted] asked PO Thompson, who was identified from the physical description [redacted] provided, for his name and badge number but he did not provide her with this information.
