On April 4, 2008, at about 7:15 PM, [redacted] and an unknown individual were stopped at the corner of Hull Street and Rockaway Avenue in Brooklyn by Officer Kaz Daughtry and Lieutenant John Rafferty (allegations A and B). Officer Daughtry and Lieutenant Rafferty frisked, searched, and put their hands in the pants of [redacted] and the unknown individual (allegations C, D, E, F, G, and H). After the searches, Lieutenant Rafferty and Officer Daughtry struck [redacted] numerous times, forced him to the ground, and struck and kicked him about thirty times.
