Summary

Shortly before 2:30 pm on December 25, 2008, [redacted] called the police to his friend's apartment at [redacted] in Manhattan to request that his girlfriend, [redacted] be removed. When officers arrived, they placed [redacted] under arrest instead. Two officers, identified through investigation as Sergeant Mark Vazquez and PO Joseph Nebbia of the 7th Precinct, grabbed him, pushed him to the ground, and pulled his arms to handcuff him (Allegations A and B).
