On June 3, 2014, at approximately 9:30am, [redacted] (encl. 8a-8e) and [redacted] (encl. 9a-9g) were walking back to their apartment complex located at [redacted] in the Bronx. They had just dropped off two of their children at school. [redacted] and [redacted] reside inside of apartment 9C. Inside of apartment 9C were their other children, [redacted] [redacted] and [redacted] were alerted to the fact that there was a fire inside of their building. [redacted] and [redacted] had an ongoing problem with their neighbors in apartment 10C. One of the occupants from apartment 10C, [redacted] was observed by [redacted] placing a mattress outside of their apartment, 9C, and lighting it on fire. In response to the fire, NYPD and FDNY responded to the location and numerous residents exited the building.
According to [redacted] and [redacted] they informed Sgt. Jordan Castro that [redacted] observed [redacted] start the fire outside their apartment door. Following this, Sgt. Castro directed PO Daniel Staple and PO Jimmy Perez upstairs to get [redacted] and [redacted]. PO Perez returned outside with [redacted] in handcuffs and remained with him standing outside of [redacted] near the curb. PO Staple exited the building with [redacted] and conducted a show-up to see if [redacted] would identify [redacted] as the arsonist; however, the show-up was negative as she stated she could not be sure if it was [redacted]. At that point it was determined that [redacted] would be released. PO Perez walked [redacted] back into the building at which time [redacted] was exiting the building. [redacted] identified [redacted] by pointing him out to PO Perez stating that he recently filed a complaint regarding a robbery and identified [redacted] as the person who robbed him. At this time PO Perez told [redacted] to stop. [redacted] stated that he stopped and PO Perez took out a set of keys to release [redacted] from the handcuffs.
