On June 15, 2014, at 11:59 p.m. [redacted], Sgt. Peter Curran of the 40th Precinct stopped [redacted] in his vehicle at East 138th Street and 3rd Avenue in the Bronx (Allegation A). [redacted] alleged the following: Twelve or more other officers of the 40th Precinct arrived and Sgt. Curran instructed an officer to handcuff [redacted] (Allegation B). Sgt.
