Summary

On August 11, 2014, at approximately 11:43 a.m., [redacted] and her daughter, [redacted] got into a physical altercation in their apartment at [redacted] in Brooklyn. [redacted] went downstairs to [redacted] where her neighbor, [redacted] called 911 on her behalf because she was bleeding. [redacted] remained in [redacted] called 911, and stated that [redacted] had kicked her in the abdomen, broke her nails, and scratched her. PO Anthony Austin, PO Roger Brown, PO Carlos Herrera, and PO Andrea Avram arrived at the scene. PO Brown, PO Herrera, and PO Avram went upstairs while PO Austin remained with [redacted]. PO Brown knocked on [redacted]'s door and [redacted] opened it slightly and refused to exit her apartment. PO Brown put his foot in the path of her door to prevent her from closing it (Allegation A). PO Brown allegedly scratched [redacted]'s upper left arm and dug his fingers into her arm (Allegation B). PO Austin went upstairs and saw the officers struggling to remove [redacted] from the apartment and place her in handcuffs. PO Austin deployed one burst of pepper spray into [redacted]'s face (Allegation C), which enabled the officers to remove her from the apartment.
