Description: On November 14, 2015 Plaintiff was driving on Pitkin Avenue when he was stopped without cause by PO Carlos Herrera and his partner. Plaintiff provided appropriate documents to the officers and asked why he was being stopped. POs responded Plaintiff was asking too many questions, pulled Plaintiff from the driver's seat, and walked him to the back of the car where he was handcuffed. POs then searched Plaintiff and his car.
