Summary

On September 17, 2014, at approximately 11:44pm, [redacted] was standing outside West 122nd Street at 7th Avenue with her friends [redacted] and [redacted] when they saw officers from the 28th Precinct apprehend [redacted] who had been observed in a hand-to-hand transaction. Det. Jesus Capo allegedly punched [redacted] (Allegation A). Sgt. Joel Edwards allegedly used offensive language and spoke discourteously to [redacted] (Allegation B and Allegation C). Sgt. Edwards then allegedly punched [redacted] in the face (Allegation D) and a fight broke out between civilians and officers, in which force was allegedly used against [redacted] and [redacted] as they were apprehended, and the force allegedly continued while they were at the 28th Precinct station house (Allegation E). Det. Capo allegedly pepper-sprayed [redacted] when he was inside of a police vehicle, attempting to kick out the windows (Allegation F).
