On July 5, 2015, at approximately 12:30 a.m., Det. James Barry of Narcotics Borough Bronx and Det. Glenda Wajer of Narcotics Borough Manhattan North stopped [redacted] in front of [redacted] in the Bronx (Allegation A and Allegation B). Det. Wajer then frisked, searched, and handcuffed [redacted] (Allegation C and Allegation D). Det. Barry and Det. Wajer transported [redacted] to [redacted] in the Bronx, where Lt. Patrick Hennessy of Narcotics Borough Bronx was present. [redacted] was then released without being arrested or summonsed.
[redacted] is [redacted]'s cousin and she witnessed Det. Barry and Det. Wajer's interaction with [redacted] in front [redacted]. [redacted] did not witness the officers' interaction with [redacted] in the vicinity of [redacted]. [redacted] and [redacted] identified their friend [redacted] as being present when the officers first approached [redacted] in front of [redacted].
