Summary

On October 21, 2015, at approximately 7:30 p.m., in front of [redacted] in Queens, Det. Angelo Pampena and Det. Robert Carbone, both of whom were assigned to Queens Gang at the time of the incident, stopped the vehicle in which [redacted] was an occupant. Det. Pampena attempted to remove [redacted] from his car by pulling on the collar of his clothing (Allegation A: Force, [redacted]). Det. Pampena then allegedly placed [redacted] in a chokehold (Allegation B: Force, [redacted]). Det. Pampena punched [redacted] several times and kicked him once, while Det. Carbone kicked [redacted] four to six times (Allegations C and D: Force, [redacted]). PO Christopher Musa of the 110th Precinct, who currently holds the rank of a sergeant, arrived on the scene as back-up along with other uniformed officers. PO Musa punched [redacted] on his left cheek while he was still in the car (Allegation E: Force, [redacted]). Next, PO Musa with the assistance of other officers, pulled [redacted] out of the car (Allegations F and G: Force, [redacted]). During that process, Det. Pampena allegedly dragged [redacted] by his collar, which restricted his breathing (Allegation H: Force, [redacted]). Det. Pampena then allegedly threw [redacted] to the ground (Allegation I: Force, [redacted]). After that, an unidentified officer allegedly stomped on the back of [redacted] head (Allegation J: Force, [redacted]).
[redacted] was ultimately arrested and charged with obstructing governmental administration, resisting arrest, criminal possession of a controlled substance in the seventh degree, disorderly conduct, parking within 15 feet of the fire hydrant, and driving with obstructed view.
