On February 1, 2016, at approximately 4:00 a.m., [redacted] called 911 in regards to a domestic dispute he was having with his girlfriend, [redacted] at her apartment located on the [redacted] in Brooklyn. [redacted]'s two sisters, [redacted] and [redacted] were present during the incident. PO Hadi Saifi and PO Mark Hunter of the 69th Precinct responded, and [redacted] requested that a report be taken. The officers allegedly refused to write a report. PO Saifi allegedly told [redacted] "Get your shit and leave," and later stated, "I'm asking you a fucking question," (Allegation A). PO Saifi also allegedly stated to him, "We are not your type of people," (Allegation B). [redacted] began recording the incident, at which point PO Saifi allegedly pushed the camera toward [redacted]'s face (Allegation C). PO Saifi also told [redacted] "If you want to leap then leap," which PO Saifi confirmed in his CCRB interview meant to fight (Allegation D).
Because the officers refused to write the report, and because [redacted] felt threatened by PO Saifi, he called 911 again and requested additional officers. PO Michael Cadena and PO Corry Harper of the 69th Precinct responded. PO Cadena allegedly called [redacted] a "bitch," and stated, "I can't believe this fucking prick," (Allegation E). When officers still refused to prepare a report, [redacted] called 911 again. Sergeant Olivier Pasquet and PO Karl Campbell of the 69th Precinct responded, and complaint and domestic incident reports were then prepared (Board Review 02; 03).
[redacted] filmed various portions of the incident and provided two videos to IAB (Board Review 04; 12; 13). One video shows PO Saifi making a discourteous statement to [redacted] and another depicts what [redacted] alleged to be PO Saifi interfering with him recording the incident on his phone.
