On March 9, 2016, at approximately 1:19 a.m., inside of [redacted] in Manhattan, Sgt. Vincent Fontana of the 10th Precinct stopped [redacted] (Allegation A). Sgt. Fontana pointed his gun at [redacted] (Allegation B). Sgt. Fontana told [redacted] "Stop moving or I'll shoot." (Allegation C) Sgt. Fontana frisked and searched [redacted] (Allegation D and E).
Sgt. Fontana's partner, PO Daniel Dongvort, handcuffed [redacted] Sgt. Fontana decided to bring [redacted] back to the 10th Precinct stationhouse for further investigation (Allegation F).
[redacted] was escorted from [redacted] to a marked police vehicle. Before [redacted] was placed into the marked police vehicle, an unidentified police officer pulled the waistband of his pants outward, which [redacted] alleged exposed his underwear to public view (Allegation G).
