On December 7, 2016, at approximately 12:52 a.m., [redacted] P [redacted] Mr. F [redacted] and an individual, known only as S [redacted] were driving in the vicinity of Pennsylvania Avenue and Livonia Avenue in Brooklyn. PO Samuel Hui, Sgt. S [redacted] Hi [redacted] and PO B [redacted] S [redacted] stopped their vehicle at the northeast corner of Pennsylvania Avenue and Livonia Avenue (Allegation A through C). PO Hui asked Mr. P [redacted] to exit the vehicle and threatened to issue Mr. P [redacted] a summons if Mr. P [redacted] did not allow him to search the vehicle (Allegation D). PO Hui frisked Mr. P [redacted] (Allegation E and F). PO S [redacted] asked S [redacted] to exit the vehicle. PO S [redacted] frisked and searched S [redacted] (Allegations G, H, and I). PO S [redacted] asked Mr. F [redacted] to exit the vehicle. PO S [redacted] frisked and searched Mr. F (Allegations J, K, and L). PO Hui searched Mr. P [redacted] vehicle (Allegations M and N). Sgt. Hi [redacted] video recorded Mr. P [redacted] using his personal cell phone (Allegation O and P). PO Hui threw a summons at Mr. P [redacted] (Allegation Q). Mr. P [redacted] asked the officers what probable cause meant and PO Hui responded saying, "It means we could fucking arrest you right now. Do you want to get arrested right now?" (Allegations R and S). PO Hui refused to provide his shield number to Mr. P [redacted] (Allegation T).
