On September 6, 2017, at approximately 8:30 a.m., [redacted] was walking in the vicinity of 56th Street and Madison Avenue in Manhattan. [redacted] was allegedly stopped by Lt. John Cocchi and PO Michael Counihan of the Critical Response Command (Allegation A-B: Abuse of Authority, [redacted]). Lt. Cocchi allegedly frisked and searched [redacted] (Allegation C-D: Abuse of Authority, [redacted] was reportedly found to have an open warrant and was brought to the Midtown North stationhouse.
