On November 13, 2017, at approximately 1:32 PM, numerous officers from the 113th Precinct, including Lt. David Goldstein, PO Christopher Costello, and PO Shayna Robinson, responded to the vicinity of [redacted] where a fight had occurred. On the basis of information which [redacted] provided to Lt. Goldstein, officers arrested [redacted] and [redacted] who were both juveniles, for [redacted]. PO Costello also arrested a third individual, [redacted] for [redacted].
During the course of [redacted]'s arrest, Lt. Goldstein pushed her against a truck (Allegation A: Force, [redacted]) and then lifted her into an RMP via the open window, causing her to strike her head on the door frame (Allegation B: Force, [redacted]). Meanwhile, PO Costello took [redacted] to the ground and said, "I'll fucking arrest you" (Allegation C: Force, [redacted]; Allegation D: Discourtesy, [redacted]).
[redacted] and [redacted] were then transported to the 113th Precinct stationhouse, where they were lodged in the juvenile room. There, PO Costello punched [redacted] (Allegation E: Force, [redacted]) and said to [redacted], "Stop fucking talking to me like that," and, "Shut the fuck up" (Allegation F: Discourtesy, [redacted]).
[redacted]'s family members, including her mother, [redacted], and several of [redacted] and [redacted]'s juvenile classmates visited the stationhouse to inquire about the arrests. PO Costello used the word "fuck" when addressing their classmates (Allegation G: Discourtesy, [redacted]) and threatened to arrest them (Allegation H: Abuse of Authority, [redacted]).
An unidentified individual had earlier informed [redacted] that [redacted] had had a seizure while in police custody. Beginning at approximately 1:30 PM, [redacted] requested numerous times that officers obtain medical treatment for [redacted].
