On December 27, 2017, at approximately 12:31 a.m., [redacted] was involved in a cab fare dispute at West 125th Street and Amsterdam Avenue in Manhattan. An officer allegedly asked [redacted] what substance she had (Allegation A: Abuse of Authority, officer unidentified).
Officers initiated the handcuffing process minutes later, and an unidentified officer allegedly held and pulled [redacted]'s right hand (Allegation B: Force, exonerated). This action reportedly caused a fracture to [redacted]'s right pinkie. [redacted] complained that the handcuffs were too tight, and an unidentified officer loosened them slightly. An unidentified officer allegedly tightened them afterward (Allegation C: Force, unfounded).
An unidentified officer placed [redacted] into an RMP and allegedly ignored her request for medical attention (Allegation D: Abuse of Authority, officer unidentified). She was transported to the 26th Precinct stationhouse and brought in front of the desk at approximately 12:40 a.m., where Lieutenant Hidalgo allegedly ignored [redacted]'s request to be transported to a hospital (Allegation E: Abuse of Authority, unfounded).
