Summary

On January 20, 2018, [redacted] was inside her home, located at [redacted] in Queens, along with her fiance [redacted] her daughters [redacted] and [redacted] and her grandchildren [redacted] and [redacted]. At approximately 5:45 a.m., multiple officers from the Queens South Gang Squad, including Captain Charles Campisi, Detective Stephen Lalchan, and others, forcibly entered the apartment with their guns pointed, based on search warrant number [redacted] (Board Review 04) (Allegation A: Abuse of Authority, [redacted]). Multiple officers, who could not be specifically identified, shouted commands, containing various forms of the word "fuck," to get onto the floor, which the apartment's occupants did (Allegation B: Discourtesy, [redacted]).
Officers entered and searched various rooms within the apartment (Allegation C: Abuse of Authority, [redacted]). [redacted] was escorted into a bedroom, where Detective Lalchan told him that if he did not provide the officers with the locations of firearms and drugs in the apartment, his grandchildren would be taken from his custody (Allegation D: Abuse of Authority, [redacted]).
