Summary

On January 5, 2018, at approximately 8:30 p.m., Police Officer Anderson Thimote and Police Officer Anson Lancaster, both of the 71st Precinct, entered [redacted] in Brooklyn (Allegations A and B: Abuse of Authority – Premises entered; [redacted]). While inside, PO Thimote informed [redacted] that she was going to be placed under arrest regarding a complaint report filed against her by her mother, [redacted]. She requested that a female officer respond to the incident location to search her and place her under arrest. The officers then requested a female officer and a supervisor respond to the location, and Police Officer Vikotria Bibolova, Police Officer Asim Karim, and Sergeant Gesner Charles, who are all of the 71st Precinct, responded to the location. [redacted] asked PO Bibolova if she could place her phone in her bedroom, and PO Bibolova said yes. After she started to walk toward her bedroom Sgt. Charles told her that she could not enter. [redacted] became irate and when officers attempted to place her in handcuffs, she fell to the ground. PO Bibolova, PO Thimote, and Sgt. Charles held her down and placed her in handcuffs (Allegations C, D, E, F: Force – Physical force; [redacted]).
