Summary

On October 4, 2018, at approximately 2:53 p.m., Police Officers Eric Acosta, Philip Bouchet, Jason Mattos, and Miguel Torres, all of the 49th Precinct, responded to [redacted] in the Bronx. The officers were responding to a 911 call placed by [redacted] who reported that [redacted] was inside his apartment. Four hours previously, [redacted] had reported to police that [redacted] had thrown a cleaning brush at her, causing a minor abrasion. PO Torres entered [redacted] (Allegation A: Abuse of Authority, [redacted]) fled the scene and was not apprehended. Several weeks later, [redacted] was arrested based on [redacted]'s report of his having thrown the cleaning brush; however, this arrest was immediately voided upon review by the assigned detective.
