On October 16, 2018, at approximately 7:00 p.m., [redacted] and [redacted] were driving home when they were stopped in front of 736 East 227th Street in the Bronx, by Sergeant Robert Zeitoun and Police Officer Robert Candela, both of the 47th Precinct. The officers approached the vehicle, and Sgt. Zeitoun allegedly told [redacted] that she was not allowed to record and ordered her to put her cell phone away (Allegation A: Abuse of Authority, [redacted]). [redacted] provided his documents to PO Candela who walked back to his RMP, and told Sgt. Zeitoun that he was going to roll up the windows.
Sgt. Zeitoun ordered [redacted] to remove the keys from ignition, allegedly lunged through the window to grab the keys, and opened the driver side door from the inside (Allegation B: Abuse of Authority, [redacted]). Sgt. Zeitoun ordered [redacted] to exit, and he refused. Sgt. Zeitoun grabbed [redacted] by his left wrist and collar of his sweatshirt, attempted to pull him from the vehicle (Allegation C: Force, [redacted]), and [redacted] told Sgt. Zeitoun he was choking him (Allegations D and E: Force, [redacted]).
After several minutes, [redacted] exited the vehicle, and Sgt. Zeitoun handcuffed him. Police Officer Ryan Jones, of the 47th Precinct, escorted [redacted] over to his RMP, told him to "Stop fucking moving" (Allegation F: Discourtesy, [redacted]), and placed him inside. [redacted] entered [redacted]'s vehicle to get the keys and Sgt. Zeitoun allegedly grabbed the back of her sweatshirt and pulled her from the vehicle causing her to stumble (Allegation G: Force, [redacted]). Sgt. Zeitoun ordered [redacted] to give him the car keys or he would arrest her (Allegation H: Abuse of Authority, [redacted]). [redacted] was transported to the 47th Precinct stationhouse, and was released on October 17, 2018, from Bronx Central Bookings with a declined prosecution form (BR25).
