Summary

On January 30, 2019, at approximately 12:40 p.m., [redacted] was driving alone to purchase food on his lunch break from work when Detective Jeremiah Williams, Police Officer Bjondin Skender, and Police Officer Matthew Palmerini-all from the 47th Precinct's Field Intelligence Officer (FIO) team but now assigned to the Criminal Intelligence Section-pulled him over, on Bruner Avenue between Pitman Avenue and Nereid Avenue in the Bronx (Allegations A–C: Abuse of Authority, exonerated). At Det. Williams' command, [redacted] exited the vehicle and placed his hands atop its roof. Det. Williams untied [redacted] outermost pants, pulled them down slightly, put his hand inside of [redacted] underwear, and allegedly began repeatedly "groping" [redacted] penis and testicles (Allegation D: Abuse of Authority, substantiated). Det. Williams allegedly grabbed [redacted] testicles in the palm of his hand with enough force to cause him pain for two days (Allegation E: Force, unsubstantiated). When Det. Williams reached his hand past [redacted] genitals and toward [redacted] anus, [redacted] fidgeted, and Det. Williams removed his hand from [redacted] underwear. Det.
