Summary

At approximately 3:15 p.m. on December 22, 2018, [redacted] was in the hallway of the [redacted] girlfriend, [redacted] when Detective Richard Charles and Detective Christopher Haws of Brooklyn North Narcotics approached. [redacted] attempted to enter his apartment, and Detective Charles and Detective Haws stopped him (Allegation A: Stop: [redacted]) (Allegation B: Stop: [redacted]) (Allegation C: Stop: [redacted]). Detective Charles allegedly stopped [redacted] by punching him in the head (Allegation D: Force: [redacted]). Detective Charles and Detective Haws grabbed [redacted] and pulled him [redacted] away from his apartment door (Allegation E: Force: [redacted]) (Allegation F: Force: [redacted]) then placed his hands into his shorts.
