On May 8, 2019, at approximately 3:20 p.m., [redacted] and their-year-old schoolmate [redacted] were in a large group of students that gathered at [redacted], a public plaza at [redacted] in Staten Island, to watch a fight between other students. Police Officer Ebony Glover of the 120th Precinct attempted to issue a summons to [redacted] for smoking marijuana, but [redacted] walked away while carrying [redacted] backpack, and Police Officer Glover called for backup. Officers attempted to place [redacted] under arrest, and a struggle ensued over [redacted]'s backpack. [redacted] attempted to grab her backpack from Police Officer Glover, who then punched [redacted]'s hand as it gripped the backpack (Allegation A – Force: Physical Force, [redacted]). [redacted] placed his hand over [redacted]'s, and Police Officer Glover punched [redacted]'s hand and face (Allegation B Force: Physical Force, [redacted]).
