On June 3, 2019, at approximately 9:30 p.m., Police Officer Ronald Kennedy and Police Officer Robert Uribe (both of the 28th Precinct) responded to [redacted] in Manhattan, regarding a domestic dispute between [redacted] and [redacted] (daughter of [redacted]). PO Uribe told [redacted] that he was going to handcuff [redacted] (Allegation A: Abuse of Authority, [redacted]). PO Uribe took [redacted] to the ground (Allegation B: Force, [redacted]).
