On June 17, 2019, at approximately 8:58 p.m., officers of the 41st Precinct arrested [redacted] sister, [redacted] at [redacted] in the Bronx. During the arrest, PO Coral Pena of the 41st Precinct began restraining [redacted]. A struggle ensued and PO Pena punched [redacted] and allegedly placed her in a chokehold (Allegation A: Force, [redacted]; Allegation B: Force, [redacted]). During the exchange, PO Pena used profanities and made offensive remarks to [redacted] (Allegation C: Discourtesy, [redacted]). As the officers restrained [redacted], an officer allegedly pushed her [redacted]-year-old daughter, [redacted] on the ground (Allegation D: Force, [redacted]). After officers handcuffed [redacted], PO Pena and PO Joel Feliz threatened to call ACS (Allegation E: Abuse of Authority, [redacted]; Allegation F: Abuse of Authority, [redacted]). PO Pena and PO Feliz allegedly told two civilians and [redacted] brother-in-law, [redacted] not to record (Allegation G: Abuse of Authority, [redacted]; Allegation H: Abuse of Authority, [redacted]; Allegation I: Abuse of Authority, [redacted]; Allegation J: Abuse of Authority, [redacted]).
