On August 9, 2019, at approximately 6:46 p.m., on a pedestrian path in front of 60 Kingsland Avenue in the Cooper Park Houses NYCHA development in Brooklyn, Captain William Glynn of the 94th Precinct questioned [redacted] (Allegation: Abuse of Authority, [redacted]) and Lieutenant Hong Chen, also of the 94th Precinct, allegedly damaged [redacted]'s cellphone by knocking it from his hand (Allegation B: Abuse of Authority, [redacted]). Capt. Glynn and Lt. Chen allegedly stopped [redacted] (Allegation C: Abuse of Authority, [redacted]) and Lt. Chen allegedly placed [redacted] in a chokehold (Allegation D: Force, [redacted]). Capt.
