On August 14, 2019, at approximately 1:00 a.m., inside [redacted] in the Bronx, Sergeant Declan Ludington of the 47th Precinct stopped and detained [redacted] (Allegations A and B: Abuse of Authority, [redacted]). Sgt. Ludington and Police Officers Michael Barbetto, James Stalikas, and Andrew Distelhurst, all from the 47th Precinct, pointed their guns at [redacted] (Allegations C through E: Force, [redacted]) (Allegation F: Force, [redacted]). PO Stalikas spoke discourteously toward [redacted] (Allegation G: Discourtesy, [redacted]). An officer threated to use force against [redacted] (Allegation H: Abuse of Authority, [redacted]). PO Stalikas struck [redacted] with an asp (Allegation I: Force, [redacted]), and placed [redacted] in a chokehold (Allegation J: Force, [redacted]).
