Summary

On January 7th, 2020, at about 10 p.m. [redacted] who was eighteen years old, [redacted] and another friend, [redacted], all of whom were sixteen years old, walked to La Vega grocery, located at the intersection of Fulton Street and Miller Avenue in Brooklyn. [redacted] and [redacted] entered the grocery store, while [redacted] and [redacted] remained just outside. Officer Joshua Navarro and Lieutenant Winston Willabus, both assigned to the 75th Precinct at the time, approached and stopped [redacted] [Allegation A: Abuse of Authority – Stop, [redacted], Allegation B: Abuse of Authority – Stop, [redacted]]. PO Navarro searched [redacted] jacket pocket [Allegation C: Abuse of Authority – Search, [redacted]] and then continued to frisk [redacted] other pockets [Allegation D: Abuse of Authority – Frisk, [redacted]]. Very shortly after PO Navarro and Lt. Willabus initiated the encounter, Officers Billy Dill and Marina Andrade of the 75th Precinct became involved. [redacted] exited the grocery store seconds later. PO Dill discovered a knife in [redacted] possession and arrested him. Shortly thereafter, PO Andrade attempted to place [redacted] under arrest. [redacted] allegedly tried to prevent PO Andrade from handcuffing [redacted].
