On January 30th, 2020, at approximately 1:30 AM, [redacted] stood at the southwest corner of East 132nd Street and 5th Avenue in Manhattan with a friend whose name he could only provide as '[redacted]' while he awaited a cab. One unmarked police vehicle, containing Sergeant Amadeo Oktrova, Police Officer Daniel Vargas, and Detective Joel Ayala of the SRG City-wide Anti-crime Squad, and at least one other unmarked police vehicle pulled up and at least three officers exited and approached [redacted]. [redacted] took flight and the officers pursued him (Allegations A, B, C: Abuse of Authority-Stop, [redacted]). An unidentified officer allegedly shouted, "You better stop before we shoot you" (Allegation D: Abuse of Authority-Threat of Force, [redacted]).
