Description: On July 21, 2019, in the vicinity of East 112th Street and Fifth Avenue, defendant POs detained, stopped, frisked, searched and arrested plaintiff. Defendant POs also seized plaintiff's personal property, including his bicycle and cell phone. Defendant POs provided false information for prosecution of plaintiff. Plaintiff was held in custody until he was released on October 29, 2019. On November 15, 2019, defendant POs made testified falsely at a suppression hearing was held. On January 13, 2020, the judge issued a decision and order finding that the officers did not have reasonable suspicion and therefore, they were not permitted to frisk or search plaintiff.

Description: On October 27, 2017, Mr. Laquan Copes was riding his bike in the Bronx. At least 15 members of the NYPD grabbed him off his bike and began to question and manhandle him.
