Description: On September 1, 2019, Plaintiff Michael Rivers was walking home with his friend Kevin near Saint Paul's Place and Caton Avenue, Brooklyn, when an unmarked police car pulled over on Saint Paul's Place, causing other unknown pedestrians to run and scatter. Three Defendant Officers (of Officers Daniel Vargas and John Does 1-10) got out of the vehicle and approached Plaintiff and Kevin, because they did not run.
