Summary

On May 10, 2020, at approximately 9:50 PM, [redacted] drove his [redacted] in Brooklyn. inside the courtyard footpath of the NYCHA complex located at [redacted]. [redacted] sat in the front passenger seat, with no additional occupants. Police Officer Ibrahim Adam and Police Officer Abir Noor of PSA 2 stopped [redacted]'s vehicle with lights and sirens. The officers made their approach and PO Noor asked [redacted] for his ID for driving inside the courtyard. [redacted] presented his ID to PO Noor. The officers informed [redacted] that they observed him without a seatbelt in a moving vehicle. The officers asked [redacted] for his ID multiple times for the issuance of a summons, and each time, [redacted] refused.
