Summary

On May 29, 2020, at approximately 6:13 p.m., in the shared courtyard of [redacted] in Brooklyn, Police Officers Jimmy Romero, Donal Schumacher, and Raul Torres of the 81st Precinct approached [redacted] and [redacted] on the elevated landing in front of their [redacted] residence. The officers knew that [redacted] had an active bench warrant and began attempting to arrest him. [redacted] took [redacted]'s cellphone and entered her residence, and PO Torres followed her inside (Allegation A: Abuse of Authority, [redacted]). PO Torres seized a cellphone from her (Allegation B: Abuse of Authority, [redacted]). [redacted] approached PO Torres, prompting PO Torres to allegedly shove or attempt to strike [redacted] (Allegation C: Force, [redacted]). PO Torres deployed his Taser against [redacted] (Allegation D: Force, [redacted]).
