Summary

At approximately 9:50 p.m on June 02, 2020, [redacted] and [redacted] were marching with protesters in the vicinity of East 14th Street and 5th Avenue in Manhattan, when officers started walking towards the protesters and making arrests. [redacted] soon saw that [redacted] was being handcuffed by Sergeant Omar Velez of the 13th Precinct. [redacted] took his phone out to record and ran towards [redacted] and got approximately three feet from her, when an officer allegedly yelled at him to "Get on the ground motherfucker!" (Allegation A: Discourtesy: Word: [redacted]) This officer then allegedly struck [redacted] on the top of the head with his baton causing [redacted] to fall. As he was falling, the officer allegedly hit him with his baton again, this time on his right bicep (Allegation B: Force: Nightstick as club: [redacted]) After falling, [redacted] was on the ground on his stomach. The same officer that struck him then allegedly placed a lot of pressure on [redacted]s back with his knee (Allegation C: Force: Physical Force: [redacted]) [redacted] asked him if he was free to go repeatedly because he was not sure if he was being arrested and the officer allegedly put more pressure into the middle of [redacted]s back and said, "Stay on the fucking ground," (Also Allegation A and Allegation C). This officer then took [redacted]s phone out of his hand and shoved it in [redacted]s pocket, which ended the video (Allegation D: Abuse of Authority: Interference with recording: [redacted]) After approximately one minute, the pressure on [redacted]s back subsided for a moment and it appeared that the officer went somewhere else. Police Officer Nikoy Wallace, of the 13th Precinct, then allegedly put his knee on [redacted]s back and handcuffed him.
