Summary

On June 2, 2020, at approximately 3:30 p.m., [redacted] was arrested for disorderly conduct. Following his release with a summons, his property was returned except for a plastic bag with makeup (Allegation A: Abuse of Authority - [redacted]).
As [redacted] left the stationhouse, he got into an argument with PO Hector Espada and PO Michael Rosa of the 40th Precinct and was subsequently arrested for disorderly conduct. Lt. Andrew Johnson allegedly responded, "Fuck that. EDP him." (Allegation B: Discourtesy – [redacted]). PO Rosa then allegedly told [redacted] he was "dirty," "homeless," and a "bum" and had "trappy" dreadlocks (Allegation C: Discourtesy - [redacted] and Allegations D and E: Offensive Language - [redacted] within Allegation C). [redacted] was then removed to [redacted] Hospital for psychiatric evaluation (Allegation F: Abuse of Authority -[redacted]).
At around 9:46 p.m., [redacted] returned to the 40th Precinct stationhouse. As [redacted] was walking away from the stationhouse, multiple officers allegedly pushed [redacted] on his back and shoved him to the ground (Allegation G: Force - [redacted]). While [redacted] was lying on the ground, Lt. Johnson allegedly grabbed [redacted], ripping his shirt and pulling his backpack off his shoulder, breaking the strap of the bag (Allegation H: Abuse of Authority [redacted]). Officers then handcuffed [redacted] and carried him to the middle of the street at the intersection of Alexander Avenue and 138th Street (Allegation I: Force - [redacted]). Lt.
