Summary

On September 12, 2020, at approximately 12:30 a.m., in the vicinity of [redacted] in Brooklyn, PO Reuben Antwi, PO Duane Seaton, and PO Matthew Varela of the 83rd Precinct were addressing a crowd of civilians, when PO Antwi allegedly observed [redacted] discard a glycine bag full of a white powdery substance on to the ground and place an identical looking bag with the same contents in his mouth. PO Antwi then took [redacted] to the ground and arrested him (Allegation A: Force, [redacted]).
[redacted] saw PO Antwi doing this and repeatedly asked him why he was arresting [redacted]. PO Antwi allegedly told [redacted] to, "Shut the fuck up" (Allegation B: Discourtesy, [redacted]).
PO Antwi then searched [redacted] (Allegation C: Abuse of Authority, [redacted]).
After [redacted] was handcuffed. Sgt. William Mansour of the 83rd Precinct arrived to verify the arrest. PO Antwi allegedly told Sgt. Mansour that [redacted] had ingested narcotics. PO Antwi, PO Seaton, and PO Varella then transported [redacted] to the 83rd Precinct stationhouse (Allegations D and E: Abuse of Authority, [redacted]).
Prior to transporting [redacted] while standing a few feet away from him, PO Antwi stated, "He ate some of it, the piece of shit ate some of it," in reference to [redacted] ingesting narcotics (Allegation F: Discourtesy, [redacted]). While transporting [redacted] back the precinct stationhouse PO Seaton told him, "Stop fucking moving man," and "I bet you regret swallowing that shit now."
