On April 28, 2020, at approximately 4:08 p.m., [redacted] was driving in his car with two passengers, [redacted] and [redacted]. Police Officer John Latanzio and Police Officer Hanna Cottignies, both of the 44th Precinct, stopped [redacted] vehicle in the vicinity of Jerome Avenue and West 167th Street in the Bronx. PO Latanzio requested additional units. Sergeant Timothy Burke, of the 44th Precinct Detective Squad, responded. Sgt. Burke spoke discourteously to [redacted] (Allegation A, Discourtesy: [redacted]) and broke [redacted] front driver window with his asp (Allegation B, Abuse of Authority: [redacted]). Sgt.
