Summary

On April 24, 2021, several protesters, including [redacted] arrived at the Brooklyn Bridge in Brooklyn, in protest of previous actions taken by Police Officer Artem Prusayev of the 84th Precinct. They walked from the Brooklyn side of the bridge to the Manhattan side. At approximately 11:30 p.m., [redacted] and the protesters arrived to the middle of the bridge, when officers including, Police Officer Carlos Garcia, Police Officer Eric Liang, Police Officer Omar Aguilar, Police Officer Daniel Leek, Sergeant Brian Verkay, and Police Officer Kenson Nelson all of Strategic Response Group (SRG) 1, Police Officer Gilberto Rodriguez and Sergeant Roberto Dominguez of Strategic Response Group 2 (SRG 2), Police Officer Frank Fiorenza of Strategic Response Group 3 (SRG 3), Police Officer Vincent Cicolella of Strategic Response Group 4 (SRG 4), Captain Chase Maneri of Narcotics Borough Bronx and Lieutenant Charlie Abreu of Transit District 12 arrived. The officers told the protesters to leave the bridge and guided them toward the end of the bridge. At some point, officers used their bicycles to hit [redacted] and the civilians to move them off the bridge (Allegations A-C: Force, [redacted]). Officers then allegedly grabbed [redacted] pulled her shirt over her head exposing her stomach and bra, grabbed her head and forced her face into the ground (Allegation D: Abuse of Authority, [redacted]). PO Garcia and PO Liang then allegedly pulled [redacted] off the ground so hard that her pants started falling at which point, officers grabbed her pants and pulled them down to her ankles and she stood exposed (Allegations G and H: Abuse of Abuse of Authority, [redacted]; Allegations I and J: Abuse of Authority, [redacted]); [redacted] was not wearing underwear.
