Summary

On June 19, 2022, at approximately 9:15 a.m., [redacted] went to the 63rd Precinct stationhouse in Brooklyn to file a police report while wearing a Go-Pro camera. When he arrived, he spoke with Police Officer Melissa Pascual, Police Officer Anthony Rivera, Police Officer Quilbvio Espinal, and Sergeant Seungwoo Seo all of the 63rd Precinct. Several officers ordered [redacted] to stop recording (Allegation A: Abuse of Authority; [redacted]). PO Espinal allegedly refused to provide his shield number and failed to provide a business card (Allegations B-C: Abuse of Authority; [redacted]). PO Rivera allegedly refused to provide his name, shield number, and failed to provide a business card (Allegations D-F: Abuse of Authority; [redacted]). [redacted] exited the stationhouse and while he was standing on the sidewalk, Sgt. Seo once again ordered [redacted] to stop recording (Allegations G: Abuse of Authority; [redacted]).
