Summary

On October 19, 2022, at approximately 4:15 p.m., [redacted] went to the 24th Precinct stationhouse and Police Officer Miguel Pierre and Police Officer Dominic Piscopo, of the 24th Precinct, called an ambulance to have [redacted] removed to the hospital and pulled his arms behind his back to handcuff him (Allegations A-B: Abuse of Authority, [redacted] Allegations C-D: Force, [redacted] PO Pierre allegedly kicked [redacted] in his shin (Allegation E: Force, [redacted] PO Piscopo and PO Pierre forcibly took [redacted] to the ground (Allegations F-G: Force, [redacted] PO Pierre punched [redacted] in his lower back twice (Allegation H: Force, [redacted] Police Officer Nashalie Mercado, Police Officer John Carty, Police Officer Eric Rosado, and Police Officer Edward Lam, all of the 24th Precinct, exited the stationhouse to assist in handcuffing [redacted] PO Mercado allegedly grabbed [redacted] right arm, twisted it behind his back, and pulled his hand toward the top of his back (Allegation I: Force, [redacted] An officer allegedly twisted [redacted] ankle (Allegation J: Force, [redacted] PO Carty allegedly pulled on [redacted] helmet, which restricted his ability to breathe (Allegations K: Force, [redacted] An officer told [redacted] "Dude, shut the fuck up" (Allegation L: Discourtesy, [redacted] PO Carty frisked [redacted] and PO Mercado, PO Piscopo, PO Carty, and PO Lam searched [redacted] and failed to provide him with a business card (Allegations M-Q: Abuse of Authority, [redacted] PO Lam told [redacted] he was acting erratic, which he explained meant, "acting crazy" (Allegation V: Offensive Language, [redacted] Allegation W: Discourtesy, [redacted] PO Pierre searched a bag that fell out of [redacted] pocket and failed to provide [redacted] with a business card (Allegations X-Y: Abuse of Authority, [redacted] No arrest or summons resulted from this incident.
