Complaint
Description: On October 27, 2023, Officer Edgar Delossantos (Shield #23680) and two John Doe officers stopped Plaintiffs Alhaji Sylla, Samuel Turay, and Paul Bangura on the street without a warrant or probable cause. The officers grabbed, searched, injured, handcuffed, and arrested Sylla, Turay, and Bangura, causing them to sustain injuries from which they are still recovering. Each Plaintiff was incarcerated for over 24 hours. Defendants initiated criminal proceedings against all three Plaintiffs; all charges were terminated in Plaintiffs' favors. Their stops were likely a product of the city's "Stop and Frisk" policy.
