Summary

On February 21, 2022 at approximately 7:19PM, there was a 911 call reporting a robbery outside of 1231 Webster Avenue in the Bronx. Police Officers Karolin Abreu-Garcia, Edgard De Los Santos, Jorge Flores, and Ramon Mejia from the 44 Precinct responded to the scene. [redacted] (last name unknown) were standing on the street when officers arrived on the scene. [redacted] alleged that PO Abreu-Garcia pushed [redacted] (Allegation A: Force, [redacted]). Additional officers responded and a verbal altercation between the officers and the civilians ensued. PO Flores then pointed his CEW (Taser) at [redacted] and [redacted] (Allegations B-D: Abuse of Authority, [redacted]).
[redacted] fled the scene to the northwest corner of Webster Avenue and East 169th Street and Police Officers Brian Jaquez Police Alex Almonte-Pichardo from the 42 Precinct, PO De Los Santos and other officers used force to arrest [redacted] (Allegations: E-G: Force, [redacted]) and officers allegedly restricted his breathing (Allegation H: Force, [redacted]). PO Almonte-Pichardo told [redacted] to "shut the fuck up" (Allegation I: Discourtesy, [redacted]) in response to [redacted] saying he could not breathe.
