Description: On October 11, 2020, plaintiff was Plaintiff was a resident in New York City housing located at 2643 Broadway. At approximately 3 pm on the aforementioned date Defendant officers Harry Cai and Andrew Nyberg arrived at the said location. Both defendant officers entered the premises at 2643 Broadway and went upstairs to the second floor and into room 2A where the Plaintiff was located. Plaintiff was informed she was being taken to a hospital for an evaluation and medication and had handcuffs placed on her very tightly. Plaintiff was slammed into the wall and choked repeatedly.
