Description: On October 21, 2020, the Plaintiff began filming NYPD officers punching, kicking, tasing, and assualting her boyfriend while effectuating his arrest. Defendant Captain Pulgarin grabbed Plaintiff by the wrist and tried to grab her phone from her hand. The Plaintiff backed away and Pulgarin followed her, slapped her phone out of her hand, and shoved her in the chest toward the street. The Plaintiff attempted to leave the scene and an unknown police officer pursued her and told Pulgarin that she was someone who was filming the use of force against her boyfriend. Pulgarin grabbed the Plaintiff by her sweatshirt, choking her. Pulgarin picked the Plaintiff off the ground. Pulgarin pushed the Plaintiff with full force...
