Description: On September 1, 2013, Plaintiff Joel COUTOU was present at the intersection of 45th Street and Church Ave. in Kings County, NY. Plaintiff was committing no crime nor engaging in suspicious conduct when he was approached by NYPD Police Officers DURECKO and MCLOUGLIN and SGT. RODRIGUEZ as well as ten unidentified officers.
