Description: On June 28, 2014, Ms. Foy was on the street attempting to give a motorist directions. Officers Lena Milligan and Michael Faria approached her and accused her of blocking the road. Officer Milligan verbally abused her, and both officers proceeded to arrest her on false charges of Resisting Arrest and Disorderly Conduct. Officer Faria pushed Ms. Foy against a park car and instructed Officer Milligan to handcuff her. The Officers kicked Ms. Foy as they pushed her into the police vehicle. At the precinct, Officer Milligan searched Ms. Foy inappropriately, placing her hand inside Ms. Foy's bra in the presence of male officers. Charges against Ms. Foy were ultimately dismissed.

Description: On November 27, 2021, defendant NYPD officer Milligan (no first name given), along with an unnamed NYPD officer, stopped, frisked, handcuffed and falsely accused both minor plaintiffs of stealing a cell phone. Plaintiffs were then detained and were subjected to excessive force and abuse by defendant NYPD officers, and sustained physical and emotional injuries. Defendants then maliciously plaintiffs, before eventually declining to file charges.
